Ohio Representatives Stinziano, Foley, Rogers, Budish, Gerberry, Ashford, Driehaus, Hagan, R., Lundy, Fedor, Reece, Williams, McGregor, Pelanda, and Brown have introduced legislation to add “gender identity” as a protected characteristic under the state hate crimes law. The proposed bill defines “gender identity” as “the gender-related identity, appearance, or mannerisms of an individual, or other gender-related characteristics of an individual, with or without regard to the individual’s designated gender at birth.”   To date, prosecutorial targets under state gender identity laws have been Women of Color, most recently in Baltimore and Washington, D.C.
